Panel placement mistake I keep seeing at new builds

Was out at a new subdivision in Raleigh last week and noticed three houses in a row had the alarm panel installed behind a door that swings inward... right where it hits you in the face when you walk in. I called the lead guy on site and he said "the homeowner wanted it there" but c'mon, that's a code violation waiting to happen. Has anyone else run into builders pushing for bad placements like this?

Three houses with the same thing makes me wonder if the builder just had a standard plan that never got adjusted.

Yeah that's definitely more than just an annoyance. Code says alarm panels need to be easily accessible in an emergency, not hidden behind a swinging door. Sloppy work on the builder's part for sure.
