Resume scanners are just doing what human recruiters always did but faster. They look for keywords that match the job description. If your sister's resume didn't have the right terms, it's like showing up to a construction site without your tools listed. The system isn't rigged, it's just following rules. People need to learn how to write for the machine first, then the human.
