She drafted an apology in her notes app for months, editing it every time she felt bad. She finally sent it last week, and the reply was just "lol it's fine." All that stress for a text the other person barely remembered getting.

Man, that's rough but I gotta disagree with @oscarsullivan a little. Yeah, two years is a long time to hold a grudge, but sometimes the apology ain't just for the other person. It's for you to finally let go of that weight you've been carrying. I've seen it with customers who wreck their own cars and then beat themselves up for months over it. The note they wrote might feel silly when the other person barely remembers, but it helped them move on. Your friend probably feels a lot lighter now even if the reply was just "lol it's fine." That's the point, not getting a big dramatic response.
