Is it just me or are flat-rate books getting more punishing every year?

I was tallying up my week at the shop in Des Moines and noticed I only billed 38 hours but actually worked 51. My foreman smiled and said, 'the book is the book, that's the trade.' I get that flat rate keeps things honest, but some of these newer warranty times feel like they were written by someone who never held a 10mm. On the flip side, I know a guy who loves it because he can beat book time on brakes and suspension all day, so he makes bank. Is the system actually broken or am I just getting slower at 42? Has anyone else seen a specific operation get cut way too tight lately, like the 2.3 hour timing job that realistically takes 4? I'm curious if we're just supposed to eat that or if there's a push to renegotiate somewhere.
