The 15-minute cup holder rule that fixed our game nights

My group kept stalling on rules mid-game, especially in longer stuff like Scythe. I started setting a 15-minute timer for anyone looking up a rule, and after that we just house-rule it and move on. It cut our average game time from 4 hours to 2.5 and nobody gets grumpy over a forgotten combat step. Has anyone else tried a time limit on rule lookups, or do you just let the book take over?
