The perlite ratio I had all wrong till a greenhouse guy in Portland corrected me

I was mixing like 10% perlite into my soil for 2 years and wondering why my cuttings kept rotting, then this guy at a greenhouse in Portland said you need closer to 30% for drainage. Has anyone else been underdoing their perlite this bad or was it just me?
