The weight ratings stamped on tent stakes are a straight up lie or I'm crazy

Picked up a set of stakes last month that said 15 lb rating each, but two of them bent sideways just setting up on a normal grassy site near Asheville. I went home and weighed them with my luggage scale, the actual breaking point was around 6 lb. Has anyone tested this on other brands or am I the only one who checks this stuff?
