Pro tip: stop wetting the subgrade before a pour if it's already damp

I watched a guy soak a base that was still wet from rain last week and his slab ended up with puddles everywhere, cost him 2 hours of extra work. You test it by grabbing a handful of dirt and squeezing, if water drips out then leave the hose alone.

So if the soil's already holding water, why are people still trying to turn it into a swimming pool before they pour? Did that guy think he was mixing concrete by hand and needed more slump, or did he just forget what rain looks like?
