Dispute letters vs. phone calls, which one actually works better for you?

I've been fighting a bogus $2,300 collection from a medical bill in Phoenix that I already paid. I tried calling twice, got the runaround both times, so I sent a certified dispute letter with proof of payment and it vanished within 3 weeks. But my buddy in Dallas swears phone calls get instant results if you know how to talk to them, so I'm torn... which method has seen more wins on your end, and did any of you ever have a letter just get ignored completely?
