The $40 parking app that double-charged me in Austin

I used a downtown Austin parking app yesterday and it charged me twice for the same 3-hour spot. The refund process took over an hour on hold, and I only got back $38 of the $40 after some mystery processing fee. I'm going back to feeding meters with coins like it's 2010. Has anyone else had this happen with these apps, or is it just me?
