The 3 a.m. streetlight blink that gave away my neighbor's lie

I noticed last Tuesday that every streetlight on my block in Columbus blinks exactly 7 times before going dark, but only when it's below 40 degrees, and nobody else seems to track it. My neighbor claimed he saw a coyote by the dumpster at 3 a.m., but the light on that corner was dead for 2 weeks, so he couldn't have seen anything out there. Has anyone else caught a detail like this that just doesn't match what people say they saw?

Did you check if he actually keeps a flashlight on him? Cause anyone who walks out at 3am usually has one, and if he didn't mention that, it's a pretty good tell. I caught a neighbor the same way once, they swore they saw something but the security light was out for a month and they never brought a light with them.
