Hit the West Coast Greenway bike path last weekend and nobody follows the bell rule

I was biking the West Coast Greenway through Newport Beach last Saturday and must have rang my bell 20 times. Not one person on foot or with a dog even glanced back. If we all agreed to use bells as a heads up why does nobody actually listen to them? Anyone else deal with this on shared paths?

Rang my bell for a group of kids running around and one of the moms shouted "don't worry he's not gonna hit us" and then they just kept blocking the whole path. Like ok guess I'll just weave through the chaos then.
