I was getting ready to open a small cafe on Michigan Ave and figured the permit costs would be a few hundred bucks, maybe $500 tops. Turns out the total for a food service license plus the sign permit plus the seating zone upgrade ran me close to $2,800 before I even touched the buildout. The trick that actually saved me was showing up to the permit office in person with a list of everything I planned to do, because the counter person told me about two waivers I qualified for that knocked off like $400. Also, I found out that if you pay the food service license before the 15th of the month, it starts the clock earlier for your final inspection, which meant I could open about a week sooner than I thought. You're not missing something obvious, the system is genuinely that messy, but definitely get every line item in writing before you hand over a check.
