Not really, a lot of the time you can get away with painting over rotted wood if you treat it right first. @sean_cooper58 I've done it on a few projects where the rot was surface level and it held up fine for years. A good primer and flexible exterior paint can seal it up better than people give it credit for.

Wait, you mean that's actually a thing people do? I tried that once on my old fence and the paint barely lasted a season before it all bubbled up and peeled off. Honestly it's just a temporary fix that masks the problem, better to just cut out the bad wood and replace it.
