Serious question, why do so many drafter templates put dimensions on the same layer as the outline?

I spent 6 hours last Thursday fixing a mess on a commercial project in Phoenix because I couldn't isolate the dimension lines from the wall strokes, has anyone else run into this nightmare with inherited layers?

Man that is just pure laziness on the drafter's part. There is absolutely no reason to put dimensions on the same layer as the outline, it makes editing a nightmare. I've had to waste whole afternoons hunting down which line is which because some junior guy didn't bother to set up proper layers. It's like they just hit copy-paste on a template from 1995 and called it a day.
