Painting a tool neon green and calling it communal seems like a fix, but it might just annoy your brother more. If he knows you have a better level hidden, he could feel like you don't trust him. Why not just talk to him about timing instead of playing hide and seek with tools? That way, you both win without the drama. Have you tried being straight with him about when you need your stuff?

Actually, the neon paint trick works because it's visual. My brother and I share a garage and we painted all the shared tool handles bright blue. It's not about hiding the good stuff, it's about making the "common pool" tools impossible to miss or walk off with. If he grabs the blue level, he knows it goes back on the blue hook. My personal tools stay in my red toolbox. The paint just cuts down on the "have you seen my..." conversations. It's a system, not a trick.

My warehouse has the same problem with tape guns disappearing. We started painting all the handles bright orange and etching initials into them. Maybe get a cheap second level from a garage sale, paint it neon green, and let that become the "community" tool. Keep your good one hidden until you actually need it.
