Update: The shale outcrop by my place is getting paved over.

Destroying natural rock layers for pavement frustrates me.

What if they're replacing utility lines under the street? Old pipes and cables could be why they're digging it up.

Nah the drainage thing seems off to me, that stretch has never flooded even in bad storms. Just feels like overkill to tear it all up now lol.

Have you considered it might be about fixing the base under the road? If the soil underneath is shifting from all that rain last spring, the top layer looks fine but they have to redo the whole thing. I saw a report that said the ground there has poor drainage, so they're probably putting in new gravel and pipes before the surface fails completely. It's not about what's on top, but what's hidden below.
