It just traps water and creates a muddy mess underneath.

My old deck had that for years and the wood was fine.

Exactly, that trapped water rots wood over time. Saw it on my neighbor's shed floor, the plywood was completely soft and spongy underneath. The fabric holds moisture against the wood like a wet blanket.
