Dropped $500 on Google Ads for my family law firm and got zero calls

I run a small practice out of Sherwood Park and figured I'd try Google Ads to get more divorce and custody clients. Set it up myself with a basic budget, targeting local searches, and let it run for 3 weeks straight. My click-through rate was decent but every single lead was junk - people asking for free advice or cases way outside my area. Has anyone found a better way to spend their marketing cash around Edmonton that actually works?
